Cleveland Abbe was an American meteorologist and advocate for standardized time zones, born in 1838 in New York City and died in 1916 in Chevy Chase, Maryland. While director of the Cincinnati Observatory from 1871 to 1916 he developed a system of telegraphic weather reports, daily weather maps and weather forecasts. When Congress established the United States Weather Bureau in 1870 and began issuing daily forecasts, Abbe, nicknamed Old Probability for the reliability of his predictions, was appointed its first head.
